Yes. The included Allen wrench tightens the set screws to lock the sleeve onto the pin.
That's normal. The sleeve is designed to slide onto the pin first, then the set screws lock it in place. Don't force it. Just tighten evenly and it'll be rock solid.
No. Those are a different product that addresses upright width, not pin diameter. This sleeve specifically solves the 5/8" to 1" pin size mismatch.
